The Center for Retention & Expansion of Child Care (C-RECC) was created in 2020 through a partnership between the Opportunity Council and the Bellingham Regional Chamber of Commerce and focuses on retaining and expanding child care through our five-county region (Whatcom, Skagit, Snohomish, San Juan, and Island counties).
For the past several years, C-RECC has supported the child care sector in a variety of ways, effectively stabilizing providers throughout the pandemic with grant funding and provider support. C-RECC continues to restore child care availability toward healthy levels while also encouraging startups and entrepreneurship among communities across the region.
